Building Department / Fire Protection Overview
The Municipality of Monroeville has adopted ordinances to meet the State Uniform Construction Code requirements for Residential and Commercial Building Construction of New, alteration or additions to structures. The Building Department staff is also responsible for assurance of Compliance to Fire Protection Code requirements of both New and Existing Structures throughout the Municipality of Monroeville. The Building Department / Fire Protection web page will list the Categories and applications necessary for compliance to the Pennsylvania UCC code as well as exempted building permit items.

To Apply Online:
- Your application is not submitted until the review fee is paid.
- Online applications are subject to a 3.5% service fee, as well as copy fees.
- You will receive a phone call to schedule an Occupancy inspection.

Building & Fire Code Permits Are Required For:
- Residential Construction of New, Alterations, or Additions
- Commercial Construction of New, Alterations, or Additions
- Commercial Occupancies
- Garages, Gazebo's Carports
- Sheds (Greater than 120 square feet and/or include utilities for Residential. If 120 square feet or less, a Zoning Permit is still required. All require Permits on Commercial Property)
- Decks (Greater than 30 inches above grade on Residential. If under 30 inches a Zoning Permit is still required. All Commercial Decks require Permits)
- Swimming Pools
- Roof Replacements/Solar Panels
- Demolition
- Fire Code Permits (Fire Protection systems)
- Retaining Walls (Greater than 4 feet in height. If Less than 4 feet in height a Zoning permit is still required.)
- Signs (If new digging or new electrical circuits are installed. If not, only a Sign Permit is required.)
A Building permit application is required to be completed submitted and approved prior to the start of ANY job. In most cases, Inspections are required during Construction steps and a Final Inspection and Occupancy Issued before the space may be occupied or used. Applications can take between 15 and 30 business days for review and processing. Inspections should, at a minimum be scheduled 24 hours in advance.
Engineering Department Overview
The Engineering Department generally supervises and coordinates improvements to Municipal infrastructure including roadways, traffic signals, storm sewers, and parking lots and ensures that private development adheres to approved plans and/or regulations with respect to:
- Impervious areas
- Storm sewers
- Stormwater management
- Grading
- Timbering
- Utility work in municipal rights-of-way
- Erosion and sedimentation control
The Engineering department is also responsible for mapping infrastructure and incorporation of this mapping into a Geographic Information System (GIS).
Important Note
A Building permit application is required to be completed submitted and approved prior to the start of any job. In most cases, Inspections are required during Construction steps and a Final Inspection and Occupancy Issued before the space may be occupied or used. Applications can take between 7 and 10 days for review and processing. Inspections should, at a minimum be scheduled 24 hours in advance.

Permit Instructions
- 1. Review, complete, and gather documents identified in the appropriate section of the Building Permit Requirements
2. Complete the Building Permit Application - Any questions regarding item(s) 1 and 2, please call 412-856-3340
3. Read and complete the Workers Compensation Letter
4. Read and complete the Zoning Permit Application, questions regarding this form should be directed to the Department of Community Development at 412-856-3338.
5. Submit all of the required documents in person or mail to 2700 Monroeville Blvd, Attn: Building & Engineering Department, Monroeville, PA 15146.
6. The Building Department will review your application and respond with an approval or denial.
If your Building Permit is approved you will be told the permit fee which you must pay for prior to receiving a copy of your Building Permit. You *must* have your Building Permit picked up before the start of any work.
After obtaining your Building Permit follow the inspection instructions on the back of the permit to schedule the appropriate inspections. It is your responsibility to notify the Municipality of inspection milestones and failure to do so can have significant negative consequences.

Other Permits & GIS Information
Monroeville Municipal Council, at their meeting of May 8, 2012, adopted Ordinance Number 2550 setting forth the requirements for obtaining Residential Occupancy Permits prior to the transfer of one and two family dwelling units and establishing inspection requirements for multi-family dwelling units. The primary goal of this program is to assure life safety requirements in accordance with applicable codes have not been altered and are in good working order for the next occupant.
The program requires a Residential Occupancy Permit prior to the transfer of one and two family dwellings units, change in occupancy of a one and two family dwelling unit or occupancy of an apartment unit of a multi-family residential dwelling unit. The program requires that an Occupancy Permit be issued by the Municipality prior to occupancy of any residential dwelling unit or owner-occupied units as rental units.

General GIS & Mapping Information
A geographic information system (GIS) is a system designed to capture, store, manipulate, analyze, manage, and present all types of geographical data. The key word to this technology is Geography - this means that some portion of the data is spatial. In other words, data that is in some way referenced to locations on the earth.
Coupled with this data is usually tabular data known as attribute data. Attribute data can be generally defined as additional information about each of the spatial features. An example of this would be schools. The actual location of the schools is the spatial data. Additional data such as the school name, level of education taught, student capacity would make up the attribute data.
It is the partnership of these two data types that enables GIS to be such an effective problem solving tool through spatial analysis.
